The 2024 Kapolei Local Emergency Action Network (K.L.E.A.N.) project team focused on developing a comprehensive evacuation plan, which included organizing a corresponding workshop to enhance community preparedness in the Campbell Industrial Park. The team organized and facilitated numerous meetings with key stakeholders, such as the Hawaii Wildfire Management Organization, Honolulu Police Department, American Red Cross, and Hawaii Emergency Management Agency, to brief them on the project and gather information for the evacuation planning guidance and workshop materials. The team researched and developed the Evacuation Planning Guidance for No-Notice Incidents, which included a detailed gap analysis of 198 existing plans, guidance, and procedures related to community evacuations and evacuation preparedness. The document was the first of its kind in the state.

The research and development of the evacuation plan included a detailed gap analysis of 198 existing plans, best practices, and procedures related to community evacuations and evacuation preparedness. The draft plan for the Campbell Industrial Park underwent an internal review as part of the iterative development process and a review during the K.L.E.A.N. Evacuation Planning workshop, which brought together local, state, federal, and private sector partners from over 29 organizations to focus on introducing the plan to participants and reviewing select sections of the draft evacuation plan.
