This project involved developing the Hawaii State Energy Office (HSEO) Operations Guide to improve the Hawaii Department of Business, Economic Development & Tourism’s (DBEDT) ability to support its energy assurance mission. RZHQ conducted interviews and surveyed key internal and external stakeholders to gather input for the development of the plan. The Operations Guide provides practical operational guidance for staff to increase DBEDT’s pre-disaster planning and readiness to respond to High Impact, Low-Frequency events that could result in an energy supply disruption as a result of a declared energy shortage or a catastrophic incident. The Operations Guide includes incident-phase related roles, responsibilities, checklists, and job aids.
