ReadyZoneHQ (RZHQ) (Sub) researched resources, conducted data collection and review, conducted stakeholder interviews, completed a planning and resource gap analysis, conducted a needs assessment, and assisted in developing the Hawaii Mass Fatality Management Plan. The project involved stakeholders representing the Hawaii Funeral & Cemetery Association, the Honolulu Police Department, the Honolulu Fire Department, and the American Red Cross.
The final plan outlines the City and County of Honolulu’s Department of the Medical Examiner’s (MED) plan for responding to mass fatality incidents (MFIs), which are defined as events exceeding the MED’s usual capacity. The plan provides detailed procedures for activation, scene operations, morgue operations, demobilization, training, and communication with partner agencies. The plan also includes appendices detailing key contacts, partner capabilities, religious and cultural considerations, HIPAA considerations, mental health resources, and storage options.
