The Hawaii Department of Health enlisted the expertise of RZHQ to revise its Strategic National Stockpile (SNS) Plan and enhance public health preparedness.
RZHQ conducted a detailed review and gap analysis of existing SNS documents, including Annexes and Field Operations Guides and integrated best practices and lessons learned from the COVID-19 response with the latest guidance. RZHQ reevaluated Open/Closed POD locations and staffing requirements, validated Hawaii’s population baseline considerations, and incorporated updated census information. RZHQ updated medical countermeasure-related information based on COVID-19 best practices, including reviewing and validating existing MOUs/MOAs.
The Hawaii Strategic National Stockpile (SNS) Plan outlines the State of Hawaii’s plan for receiving, storing, and distributing medical countermeasures (MCM) in response to a public health emergency, such as a biological, chemical, or radiological attack. The plan details specific procedures for requesting and distributing MCM, identifying at-risk populations, and coordinating with various state, federal, and local agencies. It includes annexes outlining communication strategies, volunteer management, logistics, and training requirements. The document also provides specific instructions for operating Points of Distribution (PODs) where the public would receive MCM.
